For a SUCCESSFUL TRANSITION From Vocational Education to Technical Training

While it supports the creation of links between the vocational education acquired in secondary school and the technical training offered at college, the Conseil supérieur de l'éducation is asking the Minister of Education to await the results of pilot projects before amending the College Education Regulations.

The Minister’s proposal, submitted to the Conseil for examination, was designed to facilitate access to specific college programs for certain graduates with a Diploma of Vocational Studies (DVS) who lack the pre-requisites. It involves replacing certain eligibility criteria by recognition of skills acquired in vocational education and compulsory upgrading activities.

The Conseil supérieur de l'éducation feels that the proposed changes, which the Minister would like to see implemented as of the coming school year, offer little guarantee of success to the students in question. The Conseil also fears the danger of straying from the general educational requirements characterizing studies leading to a Diploma of College Studies (DCS).


Implementing the conditions for success

The Conseil supérieur de l'éducation regrets the lack of documentation and studies on the target clientele, which seems relatively small, on the extent to which the general education is lacking, and on the disappointing results of the initiatives of integrated DVS-DCS programs carried out in recent years. It also points out the current problems linked to college upgrading courses (high failure rates, funding) and the foreseeable difficulties in implementing concomitant pre-requisite training for individuals who have not taken general education courses since Secondary IV.

Rather than enacting the proposed amendment to the College Education Regulations, the Conseil recommends that the Minister financially support the development of voluntary experiments (which would subsequently be evaluated) carried out jointly in a number of colleges and vocational education centres.
